A new steel dome is ready for a second attempt to cap the oil well that has been spilling out into the Gulf of Mexico. Meanwhile, tar balls are being spotted near the Louisiana and Alabama shorelines. Officials are in the process of diverting freshwater and opening gates to flood wetlands along the Louisiana coastline. The hope is to help minimize the impact cause by the spill.

In the meantime, Louisiana is opening as much water to fishing as possible. "My goal is to have people out there fishing," says LDWF Secretary Robert Barham.  That being said, a large offshore area has been closed to all fishing.
